He served as Deputy First Minister of Scotland from 1999 to 2005, acting as a leading figure under three different Scottish administrations during the early years of the new parliament. On several occasions, he also served as Acting First Minister temporarily in 2000 and 2001.
Throughout his political career, Wallace represented Orkney and Shetland in the UK Parliament for 18 years, as well as serving in the Scottish Parliament for Orkney. After leaving Holyrood, he was appointed a life peer in the House of Lords as Baron Wallace of Tankerness in 2007, continuing to contribute to constitutional and legal matters.
Beyond politics, Wallace held significant public roles, including Advocate General for Scotland under the Cameron-Clegg coalition government from 2010 to 2015, and Moderator of the General Assembly of the Church of Scotland from 2021 to 2022, reflecting his deep involvement in community and religious life.
